The Ambassador Mauricio Toussaint is the new Consul General of Mexico in Toronto since June 15, 2010.
Graduated in Political Science and Public Administration from the National Autonomous University of Mexico (UNAM), has taught in such University and in the Matías Romero Institute for Diplomatic Studies. Also undertook a traineeship at Japan's International Cooperation Agency (JICA) in 1990. Fluent speaker in Spanish, English, French and Portuguese.
He works for the Federal Government since 1971 and is member of the Mexican Foreign Service since 1980, achieving the rank of Ambassador in the year 2000. In the Ministry of Foreign Affairs has been Ambassador of Mexico to Portugal (2004-10); Deputy Secretary for North America (2002-03); Secretary General (2000-02); General Comptroller (1983-89) and Assistant to the Minister (1979-82).
Commissioned in the government energy sector, he was Deputy Secretary of Energy (1999-2000), Director of Modernization in the Federal Commission of Electricity (1998-99), General Director of Energy Policy (1993-96), General Director of Mining-Metallurgical Operation (1990-93), and Corporative Director of the Mining Promotion Commission (1989-90). Furthermore, he was Deputy Director for Airports and Ground Services (1996-98) in the national airports government agency.
In these areas, he participated in the design and implementation of legislative and structural transformation processes of energy, mining, and airport sectors as well as opening and promoting investment in such. Moreover, was member of the board of more than fifty state owned companies, of which among the most relevant are: Petróleos Mexicanos (PEMEX) and the Federal Commission of Electricity (CFE).
In numerous occasions has represented Mexico in diverse international forums such as: International Energy Agency (IEA), Latin American Organization of Energy (OLADE), Coordination of San José Agreement, Centre for Global Energy Studies, World Energy Forum and observer in the Organization of the Petroleum Exporting Countries (OPEC). Additionally, has given more than a hundred conferences and presentation talks, and published articles in Mexico and abroad.
Throughout his political career he has been awarded with decorations from the governments of Germany, Ecuador, Spain, France, Italy, Panama and Sweden.
Ambassador Toussaint is married to Mrs. Marcela Paz y Puente, graduated from the University of Texas at Austin, has three children, María Fernanda, (34) BA in Industrial Relations; Alejandro (32) Managing Editor of cultural publications, both living in Mexico City; and Patricio (22), undertaking his Masters Degree at the University of Edinburgh.
