Letters of parental consent are not longer required by the Mexican migratory authorities. Therefore, getting one would be optional (you also need to verify with the airlines and local migratory authorities about their own requirements). When choosing to obtain a parental letter of consent, the document could include picture, name, place and date of birth of the minor, as well as information about the parents (names, passport numbers and contact information)
